Building the Human Infrastructure of a Learning Health System: Lessons from the US National Center for Data Services

As part of her Eisenhower Fellowship in the United States, Dr. Venus Cloma-Rosales, Managing Director of 101 Health Research, met with Justin de la Cruz, Associate Director of the National Center for Data Services (NCDS) under the Network of the National Library of Medicine (NNLM) at NYU Langone Health last October 10, 2025.

The NCDS was created to strengthen the data services capacity of health information professionals across the U.S., recognizing their essential role in making research evidence findable, usable, and sharable. Its programs train librarians and allied professionals in survey analysis, descriptive analytics, data ethics, foundational Python coding, and research data management—skills that enable them to support data-intensive research and knowledge dissemination.

One of its flagship initiatives, the NCDS Data Internship Program, places graduate students in library and information science with institutions working on data-driven projects. The internship combines training in research methods, coding, and data visualization with real-world mentorship, culminating in a national presentation of their projects.

Dr. Cloma-Rosales noted that the NCDS contributes to the human infrastructure of a learning health system, one that continually learns from data and experience to improve research and care. By empowering librarians and information professionals with data literacy, the Center ensures that evidence generation and knowledge translation remain active, equitable, and sustainable components of health improvement.
